It is the policy of the Estuary Transit District (the District) to provide Disadvantaged Business Enterprises (DBEs) a level playing field on which DBEs can compete fairly for DOT-assisted contracts.  The District will not allow any person or business to be excluded from participation in, denied the benefits of, or otherwise be discriminated against in connection with the award and performance of any U.S. Department of Transportation assisted contract on the basis of sex, race, color or national origin.  The District has established a proposed DBE participation overall goal for FYs 2021 to 2023 of 5.42%.  The District’s proposed goal and its rationale are available for inspection here or at the District’s office, from 8:00 a.m. through 4:00 p.m., Monday through Friday, at the Estuary Transit District, 91 N Main St, Middletown, CT 06457.

The District will accept comments on the goal for thirty (30) days from the date of this notice at the address above, or comments may be submitted to the US Department of Transportation,  Federal Transit Administration – Region I, Civil Rights Officer, 55 Broadway Street, Suite 920, Cambridge, MA 02142.
